Contracts and Grants Manager

The Contracts and Grants (C&G) Manager’s primary focus is to work in conjunction with Global Award Management and Program Support Teams to collectively improve compliance with contract/grant terms governing Ipas’s incoming funds. To do so, the C&G Manager serves as Ipas’s expert resource in matters of award negotiation, donor regulation interpretation, and award administration. The C&G Manager is responsible for helping staff holistically navigate the terms, conditions, and complexities of donor awards. The C&G Manager identifies Ipas’s areas of award compliance risk and works collaboratively across departments to creatively address them. The C&G Manager is energized by challenges, and skilled in operating and developing solutions in grey areas.
The C&G Manager will work in partnership with others across the organization to achieve successful and disciplined award performance. The scope of award administration may include direct supervision of up to two employees.
• Review incoming legal instruments and modifications (pre-teaming agreements, grants, agreements, contracts, etc.), conduct regulatory research, and directly negotiate award terms with the donor.
• Authorize awards prior to Ipas acceptance, complete detailed Award Authorization form, and lead award setup meetings to support project managers’ lifecycle award compliance. Support awards’ financial set-up by representing donors’ financial reporting requirements during the award setup meeting. Serve as Ipas’s expert on all matters of compliance relating to incoming funds.
• Maintain Ipas Award Library by updating and distributing Award Authorizations with each modification.
• Provide tailored award compliance information, support, and guidance to diverse stakeholders including in-country and NC project managers, Ipas Finance Department staff, and executive leadership, including in response to questions of allowability. Author concise, needs-based, audience-tailored guidance documents/ job aids to explain donor requirements and reflect best practices.
• Lead the development and presentation of award administration-focused training modules for a global Ipas audience.
• Participate in new business development process by providing expert interpretation of compliance-related requirements in proposal packages.
• Lead completion of Ipas due diligence assessments required by donors.
• Remain current on donor changes within the industry through resource sites, publications, and continuing education.

• An undergraduate degree in a related field
• 5 years of professional contracts/grants administration experience with increasing responsibility in the international development or related sector. A master’s degree may be substituted for 1 year of work experience
• Demonstrated expertise with researching, interpreting, and applying donor regulations, and professional interest in leading the creation and growth of Ipas’s risk mitigation for incoming funds.
• Strong oral and written communication skills, the ability to present complex information in an organized, logical, and concise manner, and to develop strong partnerships, especially in a diverse, global environment
• Demonstrated organizational skills – especially with time-sensitive work
• Strong analytical and computer skills and experience with financial systems
• Familiarity with the legal instruments, and standard terms and conditions of Ipas donors such as UKAid, Amplify Change, BMGF, and large anonymous donors
• Master’s degree in a related field
• Ability to work in French and/or Spanish
• Previous experience in training using adult learning techniques and experience coordinating and facilitating in person and virtual training.
